UCR Real Estate Services (RES) leads the execution of major real estate projects that utilize a public-private partnership (P3) delivery model, in coordination with Campus partners, such as Facilities Services, Planning, Design & Construction (PD&C), Housing, Dining and Residential Services (HDRS) and Environmental Planning. RES is the principal department responsible for the solicitation of developers, financial analysis and contractual negotiations, and RES is involved with our P3 projects from the vision stage through implementation of the project from design through construction and during lifecycle management. We are also on the forefront of implementing new financial and ownership strategies; for example, to deliver new student housing projects UCR RES is anticipating using a Financial Trust Structure (FTS) which issues tax-exempt bond financing by utilizing a non-profit entity to be the borrower of the bonds to minimize capital costs, risks associated with design and construction and to ultimately increase affordability for our students. Each P3 project warrants its own financial, ownership and lifecycle maintenance structure and our goal at RES is to align ourselves with the best possible partners, so that risk is appropriately shared to best minimize costs and maintain quality assets over project lifecycles.
